SACRAMENTO, CA – Assembly Bill 1033, authored by Assemblymember Jim Cooper (D-Elk Grove), was signed today by Governor Gavin Newsom. The bill will ensure that individuals who are offered employment by a state agency are provided an explanation of the salary, the benefits and the protections that accompany state service.
According to a 2016 Statewide Workforce Planning Report, recruiting and hiring competent employees and addressing compensation disparities were the two biggest challenges state agencies face in attaining a 21st century workforce.
“It’s in the state’s best interest to provide prospective employees’ with all pertinent information regarding the position and the benefits afforded to them as a state employee,” said Assemblymember Jim Cooper. “Unfortunately, the state hasn’t done a good enough job at providing sufficient information to soon-to-be employees to allow for them to make an informed decision on the advantages of pursuing a career in state service,” added Cooper.
Currently, potential new hires may be aware of a given salary range for a position, but may not understand how their professional and educational experience may affect the salary they’re eligible to receive. Without an explanation of salary options, future employees are put at a disadvantage when negotiating a starting salary.
Furthermore, benefits and worker-protections are the single greatest factors in facilitating the recruitment and retention of new employees.
“We applaud Assemblyman Cooper for authoring Assembly Bill 1033 and applaud Governor Newsom for his dedication to working families,” said Adrian Mohammed, Legislative Liaison for the Union of American Physicians and Dentists. “This bill will go a long way toward ensuring state workers are given an opportunity to make an informed decision on their futures while laying the foundation for their future successes,” added Mohammed.
AB 1033 will provide future employees with a clear explanation of salary, advancement opportunities, health and retirement benefits, and worker-protections afforded to state employees—all this information works to empower applicants to make informed decisions about their future, while also building trust and honesty between the employer and the employee.
AB 1033 will take effect on January 1, 2020.
